Personality:
In his first appearance, Shiage gives the impression of a typical thug -- violent, stupid, and somewhat lazy. He was technically the leader of the delinquent group Skill Out after the previous leader's death, but felt out of place as leader and simply worried about having all the tough jobs and blame for the gang's failures put in his hands. Despite this, Shiage was still a committed member of the gang, out of a feeling of both camaraderie and necessity.
Both in his beginnings as a Skill Out member and through his development over the course of the months after he leaves, Shiage's views on himself and others are shaped by an inferiority complex. As a Level 0 esper, he is powerless in a society where possessing supernatural powers is the norm. He joins Skill Out, a gang of Level 0s, because he believes it is the only place for him. He figures that if he can't gain any power no matter what he does, he's stuck at the bottom of the social ladder and has no choice but to prey on others and band together with other Level 0s for protection. Even after leaving Skill Out and abandoning the belief that he can only ever be a thug, Shiage keeps this mentality of inferiority. He will face enemies much stronger than him with as much bravery and bravado as he can muster, but still be thinking there's no way he could ever win or protect anybody, and that it's stupid of him to try.
Despite at first claiming he feels the need to prey on others, after leaving Skill Out Shiage practically lives to protect. He will always place his loved ones before himself, and do anything to protect them even if he believes it's hopeless to try. He has gone up against extremely powerful foes because of this, such as willingly facing a Level 5 esper (one of the absolute strongest) despite his weakness to protect his defeated and injured girlfriend.
Shiage, while not stupid, doesn't exactly come across as a genius. He's very resourceful and can evade any threat to his life (which is why he is infamous to Academy City's higher-ups), but he tends to rush into things and speak more confidently than he should. Shiage once fought Accelerator, the strongest Level 5 esper, out of misunderstanding his intentions. Not only did he rush in to fight someone with immense power when the need to do so wasn't actually nearly as dire as he thought it was, he acted confidently that he could at least drive Accelerator off. Though Shiage didn't actually believe he could defeat Accelerator, he wanted to show confidence instead of fear, and ended up showing too much by rushing in to a completely one sided fight. Still, he is not unintelligent, and can analyze a situation to reach a strategy for ending it safely with competence. He can defeat powerful opponents if he comes into a battle with foresight simply by outsmarting them.
He also still shows some of the typical behaviors of a thug. He's openly perverted and obsessed with bunny girls, but is easily embarrassed when teased about it. He thinks of things in terms of how it well benefit him and his partners more than anything. When he had the concept of magic explained to him for the first time, he started to tune out the lecture after being told he couldn't use magic himself. When with friends in downtime, this side of Shiage tends to show itself more.
Eventually, Shiage comes to believe that fighting is pointless because of a desire to avoid conflict and not just as a precaution due to his powerlessness. He learns to forgive Mugino Shizuri, a Level 5 who had been chasing him for revenge after he nearly killed her in self-defense, while he was being attacked -- because, as he thought, it wasn't her that was the enemy, it was the people who forced her into the darkness of Academy City and made her this way. He then tries to stop her from attacking, not by fighting, but by trying to talk her down, a significant change in the way he was used to handling conflict as a former gang leader.
Abilities: Shiage has no supernatural abilities, as a Level 0. He can make up for this with his knowledge and training in handling all sorts of weaponry and strength in strategy.

So, these things are pretty cool...Kinda simple, though. Is Academy City's technology really that much more advanced than the rest of the world? Ah, whatever.
Uh, I'm not sure how I got here, but I'll figure it out later. What really bothers me, though, is that I showed up in the middle of a farmers market suddenly. Usually when weird things happen it's because someone is trying to kill me, but for once it looks like I'm lucky enough to not have someone after me...But that means...
[Time for the big damn hero voice. Shiage practically puffs out his chest.]
Is me being transported to this strange place a ploy to get me to buy expensive fruit? Because look, I've been through tougher shit than this, and I'm not so weak I'll break down an buy an overpriced apple just because it seems like that's what I'm here for! Whoever came up with this plan is gonna have to try harder if they want to fuck with me!
